# Background

In 2015, the Paris Climate Change Conference adopted the *Paris Agreement*, which aims to “hold global temperature increase to well below 2 degrees Celsius, preferably 1.5 degrees Celsius, compared to pre-industrial levels.”

The World Meteorological Organization (WMO), however, publishes an annual to interdecadal global climate update. It combines global annual to interdecadal projections for the period 2022-2026 from the WMO's designated global production centers and other contributing centers. The latest projections indicate that annual global near-surface mean temperatures are 1.1°C to 1.7°C warmer per year between 2022 and 2026 than pre-industrial levels (averaged over the period 1850 to 1900).

According to the *Global Food Crisis Report* (GRFC) in 2022, nearly 193 million people in 53 countries/areas worldwide are severely food insecure and in need of emergency assistance. Compared to 2022, this represents an increase of nearly 40 million people from the record high set in 2020. Remarkably, 35.8% of the total population in Central Africa is severely food insecure.
